First of all go to blogger dashboard >>> pages>> create a new page

Sometimes you are not able to generate the sitemap but you can copy and paste my sitemap by changing the url of my blog and paste your blog url which means indirectly you are generated as per google terms and conditions i mean google guideline so it was not difficult to generate sitemap
